The reason for it is said could be that Samsung is reportedly using a more advanced second-generation 3nm fabrication process for Exynos 2500. Whereas, Qualcomm is expected to stick with a 4nm process for the Snapdragon 8 Gen 4.
A smaller and compact manufacturing process typically delivers better power efficiency and better performance due to increased transistor density.As a reason 3nm fabrication process will run faster and smoother than a 4nm fabrication.

Previously Exynos 2400 offered comparable performance to the Snapdragon 8 Gen 3, the Exynos 2500 could be more improved than its competitor, the snapdragon 8 Gen 4 processor.
Moreover, there is also possibility of two Exynos 2500 variants: the Exynos 2500-A and Exynos 2500-B. The Exynos 2500-A is rumored to be an octa-core processor for smartphones like the upcoming Galaxy S25 series.
The Exynos 2500-B, on the other hand, is speculated to have a 10-core CPU and might cater to devices with more demanding needs like tablets and laptops in the Galaxy Tab and Galaxy Book series thus generating more competition.

Samsung will possibly be using Google’s Tensor Processing Unit (TPU) instead of its own Neural Processing Unit (NPU) in the Exynos 2500. However, these claims are far too premature to be taken as fact.
